Gary T. Howard, R.Ph.

Mr. Mustoe (JR) is a graduate of University of Missouri at Kansas City, School of Pharmacy and a Registered Pharmacist with over 20 years experience including hospital, nursing home and owning and operating his own pharmacy. Prior to establishing Strategic Pharmacy Solutions LLC, Launce managed a multi-state territory for a major discount pharmacy chain with responsibilities in group prescription drug plan sales and pharmacy benefit management. His 10 years experience on the self funded side of the business brings another perspective to Strategic Pharmacy Solutions LLC. Consultation is second nature with Launce as he enjoys client interaction and pharmacy benefit analysis. Launce currently contributes corporate oversight, extensive benefit management, pharmacy practice, predictive modeling and analytical experience and skills to Strategic Pharmacy Solutions LLC.







Mr. Howard holds a B.S. degree in Biology and Chemistry and is also a graduate of the University of Arkansas School of Pharmacy. He is a Registered Pharmacist with over 30 years experience. Prior to establishing Strategic Pharmacy Solutions LLC, Gary spent 14 years as an Operations Regional Manager and 5 years as Director of Managed Care in the Pharmacy Division of the nation’s largest retailer. Responsibilities in managed care included overall supervision of a PBM, prescription cost containment, plan design, PBM rate negotiation for 3000 pharmacies as providers, group prescription plan sales and supervision of a mail order facility. With the background in the management viewpoints of the Provider, the PBM and the Sponsor, Gary is uniquely qualified in the area of pharmacy consulting, audit and contracting.
